The European Commission and the International Energy Agency launched a new compendium publication entitled IEA Energy Policy Review of countries in Eastern Europe, Caucasus and Central Asia, which was prepared with the support of the INOGATE Technical Secretariat in a launch presentation that took place in Brussels on 13 April 2015. This insightful publication highlights the energy policies and sector developments of Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine and Uzbekistan and provides a summary of key recommendations for policy makers in the region. Energy policy analysis is conducted in line with the INOGATE programme’s four main pillars of energy development: energy market convergence, energy security, sustainable development and investment attraction. This paper provides highlights of the energy policy reviews of 11 countries in Eastern Europe, Caucasus and Central Asia (Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine and Uzbekistan), including key recommendations for energy policy makers in each country. The reviews were conducted by the International Energy Agency (IEA) under the European Union (EU)-funded INOGATE programme, in co-operation with the INOGATE Technical Secretariat and governments of the INOGATE Partner Countries. It provides background information on the INOGATE programme and the key findings of two peer review cycles which were conducted in the course of 2013 and 2014. It also highlights common challenges and opportunities shared by the reviewed countries from the region.
The INOGATE Status Report 2011 presents the status of the energy sector reforms in relation to four objectives - convergence of energy markets, enhancing energy security, supporting sustainable energy development, and attracting investment towards energy projects - in the INOGATE Partner Countries.
The evolution of the energy sector in these countries has been analysed through a set of criteria as determined by the framework of the current regional policy dialogues between these countries and the European Union.
