Project objectives:

Objective No. 1:
To identify priority emergency investment projects in Kyrgyzstan, Turkmenistan and Uzbekistan associated with oil and gas facilities.

Objective No. 2:
To prepare specific Appraisal Report for each identified project, Tender Dossiers for the tender procedure, Implementation Plans for the organisation and execution of installation and commissioning, and other relevant documentation.

Objective No. 3:
To train the personnel of the Beneficiary Companies.

Project brief description of activities/approaches:

The project was implemented in 4 Phases:

  1. Project Identification Phase - During this Phase the Contractor performed extensive investigation tour through all the beneficiary countries aimed at selection of potential Emergency Investment Projects. To evaluate and rank all the identified projects on objective procedure, the Ranking Report was prepared by the use of analytical methods and procedures.
  2. Project Selection Phase - Once the projects were identified and ranked, six projects have been selected for the preparation and execution.
  3. Project Preparation Phase - During this Phase, relevant documentation have been prepared for all projects, namely Appraisal Reports, Implementation Plans and Tender Dossiers.
  4. Project Implementation Phase - This Phase involved mainly works to be performed for the Mubarek Metering Station.
Achieved results, conclusions and summaries:

For Objective 1:
Following the identification and ranking procedures, six projects were selected for the preparation and execution:

  • Uzbekistan:
    • Modernisation of Mubarek Metering Station;
    • Building of Gas Laboratory in Mubarek;
    • Intelligent Pigging of Mubarek – Zirabulak Gas Pipeline.
  • Turkmenistan:
    • Provision of Maintenance Equipment;
    • Provision of Diagnosis Equipment.
  • Kyrgyzstan:
    • Provision of Spare Parts (valves and pipes) for:
    • Replacement of emergency sector of the main gas pipeline;
    • Replacement of the worn out valves on GDS (12 valves);
    • Replacement of the sector of the main gas pipeline Bishkek-Kant.

Uzbekistan: All relevant equipment was delivered to Mubarek and the Factory Acceptance Test was executed in November 2001. As far as the gas laboratory is concerned, the relevant equipment (a gas chromatograph) has been installed, which allows to highly accurate gas analysis and prepare relevant data for the flow computers at the metering station. The intelligent pigging was executed by the company Spetzneftegaz in order to determine the precise point on the Mubarek – Zirabulak Gas Pipeline which requires replacing.

Turkmenistan: The maintenance equipment was delivered and installed at the facilities of Turkmengaz. The contract on delivery of diagnostic equipment with the Russian Company NPP SBD was cancelled due to the refusal of the sub-contractor and the shortage of time required for carrying out a new tender.

Kyrgyzstan: The purchase of spare parts and valves to reduce considerable gas leakages was performed. The equipment was put into operation and is currently working well. The implementation works as well as revamping works for the valves will be performed by the Beneficiary, as the local sub-contractor. The replacement of the sector of the main gas pipeline Bishkek-Kant was not performed due to the emergency situation that appeared in Bishkek subsequently requiring the relevant pipe to be used for the urgent replacement of the damaged sector.

For Objective 2:
All relevant documentations (Appraisal Reports, Implementation Plans and Tender Dossiers) were prepared and submitted to the Beneficiary companies. The tender procedures were carried out and the contractors for supply of equipment were identified.

For Objective 3:
The Contractor organized and performed the extensive training programme for the personnel of the Beneficiary companies, which included the trips to Spain, Germany and Austria aimed at visiting oil and gas stations or metering plants of the same or comparable functionality. Formal training sessions about pre-selected issues selected by each Beneficiary took place in Turkmenistan and Uzbekistan. Following the decision of Uzbekistan, training documents were distributes to different departments of Uztransgaz and internally discussed. On-the-job training on new equipment was carried out by each supplier.
