92.01 - Interstate Oil & Gas Pipeline Management
This project was the "predecessor" project that actually formed the basis for the start-up of the INOGATE Programme. It involved the countries of Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrghyzstan, Turkmenistan, Uzbekistan, Tajikistan, Ukraine, Belarus and Moldova. The objective of the project was to provide technical assistance to the NIS, which had inherited the oil and gas transmission of the FSU, to take over and operate these systems, introduce new management and operations procedures within the framework of the market-oriented economy and compliance with international rules and standards.
The projected provided:
- A detailed insight of the "regional issues" affecting the oil and gas interstate pipeline transmission systems
- Advice to governments of participating countries regarding the legal framework and regulation governing the operation of the system, system organisation and management structure
- Advice regarding state of repair of the system
- Advice regarding regional cooperation with particular emphasis on exports
- Training of executive in pipeline management
The result of this project was the concept and planning of the multi-annual Tacis interstate programme "INOGATE - Interstate Oil & Gas Transport to Europe".
