The Training Course “Regulating Energy Supply: The Prime Objective in Serving Our People”

The Training Course “Regulating Energy Supply: The Prime Objective in Serving Our People” took place in Kyiv on 18-21 September 2007 at INOGATE Secretariat.

The 4 days training course were organized by the INOGATE Secretariat in the framework of the agreed INOGATE working programme for 2007-2008.

The training course attended high level representative of the Energy Ministries as well representatives from the energy regulatory authorities of the partner countries in the energy co-operation initiative of the Caucasus and Eastern Europe regions, namely from Armenia, Azerbaijan, Belarus, Georgia, Moldova, Turkey and Ukraine. 

The training course aimed at offering to Energy Ministries and the Regulators the experience gained in the European Union on the issues of the energy markets convergence, the energy regulation and the security, targeting to support and foster actions and measures in your countries, in achieving the Astana Ministerial Conference objectives, getting together executives from both the Energy Ministries and the Regulators in discussing very important issues on energy regulation, and getting together representatives from all the Countries of the regions of Caucasus and Eastern Europe in discussing and share their experiences on the energy market convergence process, as well as on the regulators activities, in terms of organisation, independency, efficiency, tariff setting, licensing and unbundling, targeting to their co-operation in a regional context.

The training course included sessions covering the following topics:

·         Energy regulators role, organisation and independence

·         Tariff setting

·         Licensing

·         Unbundling

·         Processes for restructuring the energy market and

·         Energy policy
