INOGATE & Moldova

The Republic of Moldova has been an INOGATE Partner Country since 1996 and has benefited from 30 of INOGATE's 69 projects. INOGATE continues to support Moldova in various areas of the energy sector:

  • Energy Markets: INOGATE is working with the National Energy Regulatory Agency (ANRE) to improve regulations for the quality of electricity and natural gas supply to consumers. A new area of work is introducing tools to monitor the quality of services system and also developing a system of automatic collection of compensations for the non-observance of the guaranteed quality of services rendered by system operators.
  • Energy standards: INOGATE is facilitating the preparation of a Road Map and Action Plan for the harmonisation of electricity and gas standards in Moldova.
  • Energy Statistics: With INOGATE assistance, the National Bureau of Statistics of Moldova developed its Energy Statistics Action Plan for 2012-14 focusing on the development of a quality energy balance. INOGATE facilitated the development of a tailor-made methodology and user-friendly tool for energy data collection and energy balance compilation.
  • Energy Efficiency: Over 50 energy auditors, designers, engineers, representatives of authorities and municipalities and teachers learned new techniques and best practice for effective energy audit analysis.
  • Energy Investments: An INOGATE workshop provided local energy professionals with sound business practices for renewable energy and energy efficiency projects and how to analyse them effectively. Together with the EBRD, INOGATE supports investment initiatives in Moldova through the MoSEFF and in Ukraine through the UKEEP. INOGATE's commitment of €9.5 million in grant support has enabled these countries to access €120 m of credit lines for energy-saving investments (2008-2012).
  • Energy Policy: INOGATE is working with the Energy Efficiency Agency in Moldova to develop legislative frameworks for Energy Service Companies (ESCOs) and energy audits in the district heating sector.
  • Energy Tariffs: INOGATE is supporting ANRE, the energy regulator of Moldova, in the practical implementation of the tariff methodology. Issues tackled include the establishment of reasonable targets for the reduction of commercial losses and finding ways to effectively evaluate investments in the regulated companies.

    Upcoming INOGATE activities in Moldova

    The INOGATE Programme continues to support the energy dialogue with Moldova within the context of the regional energy cooperation between the INOGATE countries and the European Union.

    Increased attention is given to sustainable energy as the energy source of the future. This includes increasing investments to this sector by, for example, undertaking geospatial mapping of energy efficiency/renewable energy sources and providing a visual tool to support an investment dialogue between policy makers, potential investors and the renewable energy supply chain.

    Support continues to initiatives such as the Covenant of Mayors, whereby cities are committing themselves to reduce CO2 emissions by 20% through the implementation of Sustainable Energy Action Plans. Twenty one Moldovan cities (Anenii Noi, Beltsy, Budeşti, Calarasi, Cantemir, Cimişlia, Codru, Comrat, Copceac, Drochia, Edinet, Festelita, Ocnita, Orhei, Primaria Costesti, Recea, Soroca, Taraclia, Telenești, Ungheni, Vadul lui Voda) have already signed up to this ambitious initiative.

    Tariffs are a key issue in energy market reforms and INOGATE will deliver a study providing an overview of tariffs setting methodologies in the Partner Countries and recommending appropriate revisions to tariffs setting methodologies, in line with the relevant EU best practices.

    INOGATE continues to support energy supply security by providing a comprehensive study on state of the art technologies for the reduction of gas losses. Other key areas of continued INOGATE support include the development of the energy statistics system and the establishment of a technical committee on electricity for the sustainable and effective harmonisation of specific standards.

    The INOGATE Technical Secretariat (ITS) activities are being implemented at national level with ITS expert technical assistance provided in the form of capacity and institutional building, and at regional level where the actions include conferences, study tours, national meetings, as well as networking opportunities.

    As of 2010, Moldova is a “Contracting party” to the Energy Community. INOGATE will continue to provide technical assistance to Moldova so that it can adopt and put into practice the EU rules on energy, have closer ties with the EU's single market, attract investment and increase the financial stability of its energy sector.

    The INOGATE Technical Secretariat and Moldova jointly defined the activities for implementation in the period of 2015-2016 and agreed them with the European Commission. This country work plan can be found here
