INOGATE & Kazakhstan

The Republic of Kazakhstan has been an INOGATE Partner Country since 1996 and has benefited from 41 of INOGATE's 69 projects. INOGATE continues to support Kazakhstan in various areas of the energy sector:

  • Energy Markets: INOGATE is helping transfer EU experience in the development of the electricity market in Kazakhstan.
  • Energy Tariffs: INOGATE assistance focuses on the use of benchmarking in establishing electricity tariffs and studying the effectiveness of time-differentiated electricity tariffs in the residential sector for reducing peak load.
  • Energy Security: INOGATE is providing technical assistance to reduce flared gas with the use LPG (liquefied petroleum gas) and CNG (compressed natural gas) in the transportation sector.
  • Energy Statistics: With INOGATE assistance, the Agency of the Republic of Kazakhstan on Statistics has developed its Energy Statistics Action Plan for 2012-14 focusing on the development of its energy balance and including energy efficiency indicators. INOGATE has facilitated the development of a tailor-made methodology and user-friendly tool for energy data collection and energy balance compilation.
  • Energy Efficiency: INOGATE focuses on strengthening the institutional capacity of Kazakhenergoexpertiza, as the holder of the state register of companies that are required to conduct energy audits. Training on industrial energy audits is ongoing.
  • Energy Standards: With INOGATE support, 16 gas standards have been included in Kazakstan's National Standardisation Plan for 2014. INOGATE will focus on getting these standards adopted while also preparing proposals for more standards to be included in next year's National Standardisation Plan.

Upcoming INOGATE activities in Kazakhstan

The INOGATE Programme continues to support the energy dialogue with Kazakhstan within the context of the regional energy cooperation between the INOGATE countries and the European Union.

Increased attention is given to sustainable energy as the energy source of the future. Support continues to initiatives such as the Covenant of Mayors, whereby cities are committing themselves to reduce CO2 emissions by 20% through the implementation of Sustainable Energy Action Plans. Eight Kazakh cities (Astana, Karaganda, Lisakovsk, Petropavlovsk, Satpaev, Taraz, Temirtau and Zhezkazgan) have already signed up to this ambitious initiative.

Tariffs are a key issue in energy market reforms and INOGATE is delivering a regional study providing an overview of tariffs setting methodologies in the Partner Countries and recommending appropriate revisions to tariffs setting methodologies, in line with the relevant EU best practices.

INOGATE continues to support energy supply security by providing a comprehensive study on state of the art technologies for the reduction of gas losses. Other key areas of continued INOGATE support include the development of the energy statistics system and the harmonisation of priority gas standards.

INOGATE assistance are being provided at national level through the Ad Hoc Expert Facility (AHEF) in the form of capacity and institutional building, and at regional level, in the form of regional studies, awareness raising and events targeting networking and the transfer of EU best practice and experience. 

The INOGATE Technical Secretariat and Kazakhstan jointly defined the activities for implementation in the period of 2015-2016 and agreed them with the European Commission. This country work plan can be found here
