Workshop for Moldova on sampling (Energy Statistics). Country Work Plan for Moldova

Objective

This activity intends to complement and consolidate the work carried out during activity CWP.15.MD: “Technical assistance in the preparation of the plan for survey implementation and compilation of results in the residential sector”.

The National Bureau of Statistics from Moldova is currently developing a survey on the use of energy in the residential sector. This survey aims to provide Moldova with better and more detailed statistics on how energy is consumed in households. In practical terms it means that, based on the results of this new survey, the NBS will be able to show how much and what type of fuels (gas, diesel, electricity, biomass, etc.) are consumed for cooking, water heating, space heating, lighting, appliances, etc.

This survey has several objectives:

• Provide disaggregated data by end-use for the residential sector so as to improve the lower part of the energy balance (Energy Community requirement)

• Provide disaggregated data by end-use in order to calculate appropriate energy efficiency indicators for the residential sector

• Provide better data on the use of biomass in the residential sector, a critical issue due to the importance of biomass in Moldova

ITS experts have already assisted the NBS with the preparation of questionnaires and other methodological documents (e.g. interviewer’s manual). The next step consists in the preparation of the sample(s) to be used to roll-out the survey. This is a rather technical and critical task since it should avoid bias in the sample selection (sampling errors). In addition to sampling, the NBS has requested assistance on grossing-up methodology and techniques in order to derivate final estimates for the entire population from survey results. This last step requires the use of specific modelling and estimation techniques.
