Workshop on the Assistance to the Ministry of Energy for the adoption of TPA legislation in the electricity transmission networks of Armenia

Objective

The overall objective of this task is to assist the Ministry of Energy and Natural Resources in Armenia (MoENR) in identifying the legal and regulatory gaps with regards to Third Party Access in the country’s electricity transmission network with a focus on the new interconnection between Georgia and Armenia. Third Party Access (TPA) is one of the cornerstones of the EU Single European Energy Market and has been a key requirement since the adoption of the 2nd energy package i.e. the Directives to 2003/54/EC & 2003/55/EC for electricity and gas markets, respectively. At the moment TPA is not formally organised in Armenia but according to previous reviews and analyses elements of TPA do exist (i.e. access of generators to networks and connection tariffs). The specific objectives of this assignment should therefore include:

  • To analyse and understand the extent on which TPA is currently enforced in the Armenian transmission system
  • To evaluate and propose the most appropriate regulatory model for the new interconnector taking into consideration the provisions of EC Regulation 714/2009
  • To develop proposals for legal and regulatory amendments so that TPA is enforced at least concurrently to the completion of construction of the new interconnection between Armenia and Georgia
