Objective

The overall objective of the assignment is to assist the Ministry of Energy of the Belarus Republic on the rules and procedures for the connection to the electricity networks of producers (including the producers using RES) and consumers based on the best EU practices.

The specific objectives of the task are:

• To review relevant EU practices with respect to the rules, conditions and charges for connection of producers, including those utilising RES, and users to the electricity networks; 
• To analyse the existing regulations and rules in the country including the analysis of possible technical and administrative barriers for the connection of the producers and consumers of electricity to the networks;
• To prepare recommendations regarding the rules and connection charges based on the EU experience
• To develop a template of the contract for the connection to the network and purchase of RES electricity.
