This tariff review of all 11 INOGATE Partner Countries is an overview and comparison of electricity and gas tariffs in these countries and the result of extensive cooperation and consultation between them. It places the tariffs paid in each country within the context of its own energy potential, imports, its technological inputs, subsidies and the climatic requirements.
As regulation of end-customer tariffs and the application of subsidies will be a feature of the energy sector for many years to come, a detailed understanding of the components of the tariff is a vital for transparency, cost recovery and an accurate reflection of the costs incurred by the various customer categories. The study was produced with the aim of providing regulators and tariff-setting authorities in INOGATE Partner Countries with an overview of the design and implementation of tariff methodologies in the region. The publication provides an overview of best EU practices, identifies differences between them and current methods used in each Partner Country and recommends the changes necessary to align with practices exercised in the EU.
It should be noted that although this study was not intended to be a detailed analysis of tariff structures or their actual levels in Partner Countries, it provides great insight into how tariffs are calculated, based on the specific context of each country.
