Com B: AHEF MD.111, Regulation and monitoring of investment activities of regulated companies

Objective

The overall objectives of this assignment are:

- review the practises and procedures adopted in the EU for assessing investments;

- brief the National Agency for Energy Regulation of Moldova in EU mechanisms for appraising investment plans with emphasis on the information requirements, costs and resulting benefits to consumers;

- develop recommendations for the revisions in secondary legislation to require the relevant information in the tariff submission to be presented by the applicant and on the proposed connection between network investment and network charges, and consequently end-user tariff;

- advise National Agency for Energy Regulation of Moldova on the evaluation of different elements and determination of Revenue Requirement necessary for adequate incentives for network development.
