<ul> <li>Good first meeting of the Energy Statistics Network and hope that the ESN will continue this good cooperation. The ESN includes both energy statisticians and policy makers and to further improve relationship and cooperation, in countries where the other representative is not nominated, efforts must be undertaken to nominate the other person. The ITS will assist if necessary.&nbsp;</li> <li>The importance of&nbsp;a dialogue&nbsp;between Energy Statistics and policy makers is recognized - data being produced&nbsp;should be&nbsp;used for policy making.&nbsp;In this context there is&nbsp;also&nbsp;a need to train statisticians&nbsp;to&nbsp;explain to policy makers, media&nbsp;and ordinary people,&nbsp;on&nbsp;how&nbsp;to read and interpretstatistics.&nbsp;This will help to improve the use that is made of statistics for planning purposes and measure and communicate impact of the policy to the public.</li> <li>In some cases in the Partner Countries, data is not fully or freely available - it is important that the Partner Countries strive to make data completely available to the Public.</li> <li>Independence of the National Statistical Institute is&nbsp;&nbsp;important&nbsp;in order to ensure trust in the data published.</li> <li>Primary legislation on state statistics exists in all Partner Countries, which includes&nbsp;energy statistics&nbsp;as&nbsp;one of the statistical domains. However, &nbsp;there is no secondary legislation on energy statistics in particular&nbsp;in line with the EU statistics Acquis and regulations.&nbsp;This is an area where INOGATE could assist if the countries would wish so.</li> <li>INOGATE has done a good first job in the presentation of the Energy Statistics Action Plans (ESAP). 36 actions are presented, but resources are limited, so there is a need to focus and establish priorities. What has to be done differs&nbsp;from country, therefore, the need for the&nbsp;nationalESAP.&nbsp;Nevertheless&nbsp;the&nbsp;first priority&nbsp;is to compile&nbsp;Energy&nbsp;Balance&nbsp;for all countries&nbsp;by the end of 2013&nbsp;in line with international standards,&nbsp;and&nbsp;to complete the joint IEA/Eurostat&nbsp;questionnaires.&nbsp;In principle work could focus on the most important energy resources for the country concerned.&nbsp;For&nbsp;those&nbsp;countries&nbsp;that already have a&nbsp;good energy balance, focus could also include other areas.</li> <li>In some countries, lack of human and financial resources is a huge issue. The ITS can assist by including the need for resources in the ESAP for these countries.&nbsp;In addition, the setting up of national energy balance working groups involving data owners from different bodies (Ministries, Agencies, NSIs) can lead to more efficient use of existing resources.&nbsp;Memoranda of Understanding can facilitate the working of such working groups.</li> <li>The joint ESAP requires input from PCs and the INOGATE. The ESAP must be finalised in December. The ITS will contact the PCs, to decide the best way of endorsement.</li> <li>The INOGATE&nbsp;Country experts could also help in setting up the consultation process on ESAP to ensure that all needs in the PCs are covered.</li> <li>The high level&nbsp;energy statistics&nbsp;conference in February 2013,&nbsp;would be a good opportunity to raise the institutional&nbsp;and human resources problems to the decision makers. &nbsp;</li> <li>An invitation will be sent out in the coming two weeks for the&nbsp;Joint INOGATE and IEA training in Tbilisi, Georgia on Nov 5 - 9, 2012.&nbsp;It is important that the countries send the appropriate persons to this training course. &nbsp;</li> </ul> <p>&nbsp;</p> <p>&nbsp;</p> <p>&nbsp;</p>Key Data
